allow users to create distribution lists

Hi all,

we are looking for an option to let users create their own  
distribution groups so that he can put in the name of the group in imp  
to send them email to all group members. mentioned in the ticket that  
i created https://bugs.horde.org/ticket/14746 it should be possible  
since many years but i didn't find an option in the gui. maybe  
somebody can give me some hints how to achieve this. we are using the  
latest stable version of turba and imp with a sql driver as turba  
backend.
