Hi Arjen and Jan, 

THIS IS WORKING NOW !! 

It was a configuration on the Horde server side, nothing to do with the Dovecot/Sieve configuration. 
I have been able to test the Sieve connection using telnet and the connection was fine, so I tried to reconfigure the Horde connection to the Sieve server to fit what I did by hand. 
At first, I removed the use of TLS connection, but it was still not working, so I tried to also remove the 'hotspec' configuration with my FQDN and now it is working without connection problems. 
In my hooks.php file under ingo/config I have used the 'Exemple #1' for the Sieve communication. 

THANK YOU for your patience and help, that help me trigger what was not working for me.
