whups asking for login?

I have the CVS versions of Horde and Whups running.

As an admin user, I can create/view tickets no problem. But when a
non-admin user logs in and tries to view a ticket, they get a blank
screen.

Digging in the apache logs shows:

192.168.1.50 foo.vpn - [10/Dec/2003:14:22:54 -0500] "GET
/whups/details.php?id=1 HTTP/1.1" 302 5 "https://foo.vpn/whups/" "Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.5)
Gecko/20031007 Firebird/0.7"
192.168.1.50 foo.vpn - [10/Dec/2003:14:22:55 -0500] "GET
/login.php?url=%2Fwhups%2Fdetails.php%3Fid%3D1 HTTP/1.1" 200 1044 "https://foo.vpn/whups/" "Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.5)
Gecko/20031007 Firebird/0.7"
192.168.1.50 foo.vpn - [10/Dec/2003:14:22:55 -0500] "GET
/services/javascript.php?file=open_help_win.js&app=horde HTTP/1.1" 200
419 "https://foo.vpn/login.php?url=%2Fwhups%2Fdetails.php%3Fid%3D1" "Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.5)
Gecko/20031007 Firebird/0.7"

So, it appears that a request for /whups/details.php?id=1 is being 302
redirected to /login.php?url...

Any idea why this would be? It doesn't seem to matter what browser the
user is using, and javascript is enabled.
