Tickets_listeners

I'm doing some work customizing the module for use in our company, and just have a generic question for either Bo or Chuck about it. What's the purpose of the whups_tickets_listeners table? At first I thought it was a permanent listener for tickets, but with the ticket_id column, that doesn't seem correct. In looking at it, the table seems really close to the whups_ticket_owners table. The only functions I see relating to it are just getListeners(), nothing about setListeners() or similar. So if they are working and fully implemented, how do you set them? I see all the notify*() function use getListeners() rather than $owners, which is why this is intriguing to me.
