Administrator for whups, but not horde

Hi - I hope this isn't in an FAQ - apologies if it is, i couldn't find it.

I'd like to make a particular user an administrator for whups only (so 
they can set up queues etc.), but not for horde, imp or any other horde 
app.  Is there a straight forward way to do that?
