"Update" on tickets for guests

On bugs.horde.org, I have two links - Update and Comment. As a guest, Update always returns a Permission Denied and bounces me back to the search screen. If Permission is always Denied for guests to Update, why not have it disappear for all guests? Kevin -- Kevin M.
