Permission question..

Hello,

I'm discovering whups and there is something I don't understand..
I use it in a horde framework where there is no guest (all users are 
authentified).
If I want to create a queue where everybody can create a ticket, I have to put 
the edit premission for authenticated users.
But than the user can edit the ticket, change its state, or owner...

I think I'm missing something here,  I would like to have the same behaviour 
as guests on bugs.horde.org who can only
comment or watch the bug.

Can somebody give me the correct hint ?
