Yes, it's a known issue with no fix, sorry.

As far as I understand it the problem is that on OSX a menubar can't be
created and setup before the frame is created (which works on windows 
and linux).

I don't know how to fix it as this doesn't fit in with the order in
which Boa creates controls.
