Is BoaConstructor still being developed? -2 questions

Greetings:

1) Please, is Boa still being developed?
    Its very easy for me to use, because I am used to Delphi. 
    I think that BC is a valuable program, 
    and I hope it continues to be developed! 

2) I would like to read the BC help files, without having to keep BC running
    Is there a way to do this?
