Retiring the language translation fragments

Hi:
Two plugin fragments :
net.sourceforge.phpeclipse.nl1 and
net.sourceforge.phpeclipse.phphelp.nl1 have not been maintained much.
They were there to provide support for multiple translations.
Despite I am not a native English speaker, I think it would make sense
for now to just let got internationalization, and we could revisit that
later.
Any objections to move those tow fragments to the archives CVS module?
