Summary: PHP editor prefs

Initial Comment:
The PHP node in the pref is poorly named, (shoudl be editor) and porrly located, as often one would search in the tree instead.

I couldn't agree more -- in fact I went searching for a way to make
feature request to *have* an editor configuration as I could not find any
and found teh default colors very hard to read.

In addition: the default settings should inherit from the Eclipse general
editor settings, in particular wrt showing print margin & line numbers -- I
could not understand why no line numbers were visible even though I had set
them to be visible! And I don't see any whitespace markers when I toggle
this on from the toolbar.

The result is a very confusing editor behavior that doesn't match
expectations from the Eclipse general setup.
