Summary: set projects default charset to UTF-8

Initial Comment:
On Windows the default charset for every new PHP project is Cp1252 (eclipse standard)

The attached patch sets the default charset to UTF-8.

Should we introduce this patch into current CVS?
Or are there reasons why a project shouldn't get UTF-8 by default.

Most of the projects I know are UTF-8 based by default.

Yep - I'm slowly getting to grips with UTF-8 and it is really the only
safe way forward.
