Initial Comment:
When a function without parameters (e.g. foo()) is selected in code assist list, blank parameter hint pops up.
This proposal patch suppress such unnecessary popup.

Note: This is a cheap implementation. If the function has no parameters but some comments (e.g. foo(/* comment */)), parameter hint which contains "/* comment */" pops up.
