Initial Comment:
PEAR conventions require different treatment of 
opening braces depending on whether they are for a 
control structure or for a class/function block.

See: http://pear.php.net/manual/en/standards.sample.php

The available options in Window>Preferences>PHPeclipse 
Web Development>PHP>Formatter don't seem to allow this:

* insert a new line before an opening brace:
if on correct for class/function, but it breaks 
control structures.
if off, correct for control structures but breaks 
class/function.

I think the best resolution would allow the user to 
choose newline before opening brace for class blocks, 
function blocks and control structures separately.

This is being addressed, sorry i can not give you a estimated completion
date, but the goals i have for the new formatter will address your issues.

Dear developer,

phpeclipse Formatting tool since the last version totally
breaks any common coding standard in the php world like PEAR
and other. It became unusable!

eg.
spaces where spaces dont belong -> "Class :: functionOne ( );"
breaks array formatting (if comma is before the item and not
after it)
and many other.

please provide at least the possibility to configure the
formatter so we can at least create a formating template in
PEAR style, even you dont agree with the common standards.
