Initial Comment:
I'm using Eclipse 3.1.2, fresh install, on Gentoo. When
installing PHPeclipse 1.1.8 with automated
installation, it fails with the message:

Unable to complete action for feature "PHPeclipse" due
to errors.
  Unable to create file
"/usr/lib/eclipse-3.1/plugins/net.sourceforge.phpdt.smarty.ui_1.1.8/cpl-v10.html".
[/usr/lib/eclipse-3.1/plugins/net.sourceforge.phpdt.smarty.ui_1.1.8/cpl-v10.html
(No such file or directory)]
  Unable to create file
"/usr/lib/eclipse-3.1/plugins/net.sourceforge.phpdt.smarty.ui_1.1.8/cpl-v10.html".

Looks like it's trying to create a file where it's not
permitted.

Sorry, I forgot to mention. I had changed my plug-in
directory to $HOME/eclipse-plugins

The plug-in is not respecting my selection.

Not a bug, you have to change your plugin directory to a 
writeble one. Or change permissions of /usr/lib/eclipse-3.1/
plugins to 777.
