Code Assist doesn't recognize any custom functions I
have written, whether with code completion or seeing
the function params when hoving over the function name
with the cursor.

OK, I think I've found out what the problem is, generally.

I reinstalled a clean Eclipse 3.1 with PHPEclipse, and now
Code Assist works as it is supposed to, with regards to
functions within files included within the project.  It's
probable that Web Tools Platform 1.0 (or possibly another
plug-in) was interfering with Code Assist in some way.

Now, this is outside the scope of this bug, and I believe
somebody already brought this up as a feature request, but I
seriously need to be able to include directories from other
Eclipse projects in terms of how Code Assist works.  This is
because I've developed a web framework common to multiple
projects, and it's too much trouble from a development
standpoint to copy all these framework files into each
individual project (esp. when my "old" Zend Studio 3.x
doesn't make me do that).

I don't want to see huge files of any of your projects. If
you can reproduce the problem with a small piece of code,
then I'm fine with it, so just attach that small snippet and
describe at which cursor position you try to invoke the code
assistance.

I don't think this is related to W2K or Eclipse 3.2.

Also, I'm running Eclipse/PHPEclipse under Windows 2000. 
Could that possibly make a difference?

I'm using the latest stable version of Eclipse, 3.1.2 (and
the CVS version of PHPEclipse for February 7).  If there was
a difference between 3.1.2 and the upcoming 3.2 that makes a
difference, please confirm.

I'm speaking of globally defined functions.  And I have
specifically set up the appropriate include paths in PHP
Project Settings.

What kind of code example are you looking for?  I would
prefer to limit what I post to as small a snippet as possible.

This works for me in the latest CVS version and eclipse 3.2.
 If hovering over a method i created it provides the proper
information.  It also provides code assist when pressing
<Crtl><Space>.
