Sure, just use the jar plugin, it has a test.jar goal that creates a test jar. Checkout the documentation for the plugin here http://maven.apache.org/plugins/maven-jar-plugin. To install the jar, as this jar is not your project artifact you can use the install-file goal of the install plugin.
