May need to do recursive lookups/searches many times.

An example, find all the libraries in the project (lookup) and then
find all the other files (.application, .jwc, .page, templates) after
the libraries are parsed (search).

Why? Because namspaces can declare the default template extension in
the scope of that namespace. You can't know the extension until you
parse the library, you can't parse the library until you have found
it.
