MDI Child Window Resize Bug

Under Windows versions of GPS, there is a pretty severe problem with the resize capabilty. If you grab the corner of the
window and attempt to resize it and you move the most at a normal speed, it simply moves the window instead of doing
a resize. 

In order to get the window to actuall resize as an MDI child you have to move very very very slowly. 

This is such an obvious bug that I would assume that it is a known issue but since it does not seem to have gone away (even in the
1.4.1 branch) perhaps there is something unique about my install?
