ACT CVS tree inaccessible

For the last week or two, I've been trying to access the CVS tree at ACT via
the link on the GPS web page, and I get the following error:

Forbidden
You don't have permission to access /cvsweb/gps on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an
ErrorDocument to handle the request.
