Compilation Unit Missing

I have a library project with a hierarchy of packages:

odb
odb.x
odb.y

when i am changing odb.ads and run build -> make -> all the package
adb.ads is not rebuild.

Unfortunately the odb.ali .. files are missing in the build directory
of the library. There for i can't use the build library.

What is wrong?
