Building documentation in GPS

After "thoroughly" reading the GPS documentation on how to
build code documentation, I still cannot generate anything
meaningful. The web page appears but it is essentially
empty.  

I tried putting in the suggested tags in the code comments. 
The xref info is present.
Any suggestions?
