No reason, it has simply been a matter of time :D

I'd recommend logging a bug/feature request at:
http://bugs.activestate.com/enter_bug.cgi?product=komodo
so this does not become lost.

Note: you could also modify the css color picker code for your needs, 
it's available in svn and is also zipped up into the "komodo.jar" file 
in your Komodo installation:
