Hmm, I don't think it's exposed anywhere; to do get equivalent dialog,
it can be done via a JavaScript macro:
openDialog('chrome://pippki/content/certManager.xul');
(You can also get the same effect by attempting to preview a document
and tell Komodo to use that URL in a Komodo tab.)
Filed http://bugs.activestate.com/show_bug.cgi?id=91942 about actually
exposing it in a way that isn't horrible :)
