I use a product called TermTree, which is essentially a thesaurus 
construction software package -- but I can build facets in it. It shows you 
a tree, allows you to add a facet underneath a category, and then items 
under the facet. I usually indicate the facet term name with a * or < or a 
special character to indicate it is a facet name.

You are limited in that each item in the structure must have a unique name, 
or it will pick it up as being the same thing. But it also means that if 
you are doing wines, and you add (regions) beneath it, you can add those 
same set of of (regions) everywhere you need them with one step.

Not perfect, but it does allow export in various formats, including an HTML 
export which is nice. And he's working on xml export.
