My understanding is that it takes care only of the third function
that you mentioned, namely "restriction on synthesis and rules on 
combination between facets". Instead, (1) facet citation order 
and (2) filing order seem to be rarely considered by the 
applications of FC for the Web that I've seen until now. 
Perhaps, for function 2 they trust on the fact that the listed 
items to browse are usually not so much; as for function 1, it is 
less important for searching as information retrieval allows 
searching by any facet, though it would still be relevant in listing.
