That is generally possible, by attaching common subdivisions
one after the other. Most common subdivisions, unlike my
previous examples, are introduced by _0_, by which they 
can be identified: 

-05		Serials
-782		Nebraska
91(0)		Geography
9105		Serials on geography
91782		Geography of Nebraska
9178205	Serials on geography of Nebraska

The DDC manual has specific rules to combine subdivisions 
in different classes. Unfortunately they are not fully logic 
and predicible without the manual in all cases ("Nebraska"
sometimes is _782_, but elsewhere it is _09782_ or _009782_), 
however each combination of digits does have a unambiguous 
meaning. (DDC manuals can be find in many libraries.)


"And is order significant? -- would there be a distinction 
between these two things:
Elementary education about (English language in Nebraska)
and
(Elementary education about English language) in Nebraska "

I would say it depends on the classes. Generally speaking,
DDC does not provide for specifying the kind and nesting
of relations. However, this has been developed in other 
general bibliographic classification systems, especially
Universal Decimal Classification. People who worked on 
relational indexing around the 1960s were, among others, 
D Kervegant, Jason Farradane, Jean M Perreault. A good 
synthesis is "Categories and relators" by JM Perreault,
in "Revue internationale de documentation" 32: 1965 n. 4 
p. 136-144, republished in "Knowledge organization" 21: 1994 
n. 4 p. 189-198.
