"[PeterV] Could you elaborate a bit more on the experience of
the library science folks (I believe you are one?) on this ordering,
and how it might influence the things we do on the web?"

Yes I confess I am one of those LIS folks :-)

Let's use examples from FATKS, which are available online
<http://www.ucl.ac.uk/fatks/classification_system.htm#citation>.

Class 590 "Religion" includes:

	5904	"Buddhism"

and has among its facets:

	E	"Agents of religion", including:
E31	"originator, founder, central figure of the faith"

A	"Theory and philosophy of religion", including:
	A443 "physical form, appearance"

So, if you want to express the concept
"physical form of the Buddha", you will have to
combine 5904 with the other two facets.
But, do you have to write them as 5904 A443 E31,
or as 5904 E31 A443 ? The way in which you write it
will affect the position of this concept in the browsable
list of all concepts.

Now, rules for citation order in FATKS (which are
consistent with general theory of FC) state that Agents
go before Theory and philosophy, so the appropriate form
is 5904 E31 A443.

This means that, in a long browsable list, we will find
"physical form of the Buddha" together with other
documents on the Buddha, rather than with documents
on physical appearance of agents (the latter will be
listed before, according to the inversion principle):

...
5904 "Buddhism in general"
...
5904 A443 "physical forms in Buddhism"
...
5904 E31 "Buddha"
5904 E31 A443	"physical form of the Buddha"
...

Let's assume that a user has performed a general search
for "Buddhism": she/he will retrieve a list of many items,
including the ones above, so that both citation order and
filing order can be relevant for items being organized
consistently, and for relevant items being found easily
among many others.
