Outside of statistical contexts I'm sure we all use the words “event”
and “occurrence” interchangeably, but here I would guess that Peirce
feels compelled to pre-dictate the adjective “singular” to “event”
to express what contemporary textbooks would call an “occurrence”,
that is, a single element of the sample space.
When he says that a fact is an “element” of a singular event or occurrence x,
I think he is using “element” in the intensional sense, in effect saying that
a fact is a predicate or property of the singular occurrence x. At any rate,
that would comport with current usage. But I would have to read more of the
context of the above excerpt to make a better guess.
Another thing that may be a part of the mix here is the shorthand labels
of Case, Fact, Rule that are used in analyzing the syllogistic models of
Abduction, Deduction, Induction, and Analogy.
