BiCon 0.2.0 release

After a life of alphas, BiCon is now having its first full release.

BiCon is a bidirectional console - enabling bidirectional input and
output, which is needed for Arabic and Persian. It currently has support =
for
the Linux console and X.

Users of BiCon 0.0.20040505 (alpha) will notice very little difference, i=
f any.
It was deemed that the last alpha quality is sufficient for a full releas=
e.
Please check the ChangeLog for more details.

As always, BiCon is released under a open source license, mainly LGPL. Ch=
