Building FriBidi.dll for WIN32?

Did anyone build FriBidi.dll for use in Win32 environment?
If yes, are there instructions for building FriBidi for this
environment, preferably using Visual C++?

I already searched in http://fribidi.org/wiki/ (the FriBidi Wiki) but
the search yielded no useful results.
