Yes.  Dropped in favor of pkg-config.

[behdad:0 ~]$ pkg-config --cflags fribidi
-I/home/behdad/.local/include/fribidi  
[behdad:0 ~]$ pkg-config --libs fribidi
-L/home/behdad/.local/lib -lfribidi
