Hi Peter,

There's not really much I can help you with.  You need a build environment set
up first.  There's nothing FriBidi specific to that.  It's a Windows issues.
Then you can compile FriBidi.  But then I'm not sure what you want out of it.

Perhaps you can tell us what you want to do?  I'm sure people on the list
(CC'ed) have more experience with Windows than I do.
