Completed Unicode 6.3 (and beyond) support

I have just finished with the implementation of Unicode 6.3 support for
fribidi. The (non-released) version may be found at:

https://github.com/dov/fribidi/tree/unicode-10

(Note that due to some erroneous earlier merge of my previous work, this
branch is based on the 0.19.7 release, and ignores later commits.)

Please test and let me know of any problems.

If everything goes well, Behdad should hopefully be doing an official
release in the next few weeks.
