Every input language has its own native default hotkeys, the default
configuration can be set by the distributor.

However there is disagreement about these hotkeys in order to satisfy
the needs of two different classes of users:

Type A) Native IIIMF user switches to another IIIMF input language
e.g. Japanese user chatting online in Korean
Having the input hotkeys change is confusing in this case.

Type B) English desktop using IIIMF input language
e.g. University library computer in America, with Japanese, Korean and
Chinese natives or students.
Users expect input to change to native mapping when they select the
input language from gimlet.

Compromise to satisfy both major types of users is the
3 Configuration Vertical Slider

1. Hotkeys Do Not Change with Input Language
2. Automatic (Default)
3. Hotkeys Change with Input Language

Default configuration is "Automatic", where IIIMF native desktop
environment defaults to behavior #1.   Non-IIIMF native desktop defaults
to behavior #3.  Most users never need to override this, but they have
the option to do so in a configuration panel.
