[openi18n-im:01411] API/ABI freeze date is moved [was: Re: r12.4 and r12.2.1 Schedule ]

Hi Contributors,

To accommodate the slipage of Feature Freeze, API/ABI will be moved 2 weeks 
after Jun 30, so it will be Jul 14. The development time still shorten by 2 
weeks due to Development Start has just started today along with feature 
freeze. Let me know if you have any concerns/questions.
