[openi18n-im:01433] IM_FILE_OPERATION - disable remote file operation

Hi all,

I'm now refactoring the implementation of IM_FILE_OPERATION.  I
will post the info of the new implementation next week.

By the way, a part of the new implementation already exists in
the current code, but is disabled by default.  To make the code
be tested enough, I'd like to enable the code (fop_*()) by
default as soon as possible.

The problem is that the change will cause the remote file
operation feature stop working, possibly til 2005-08-01 or
around.  It can be enabled by configuration, though.

Please let me know concerns on this change, if you have any.
