[openi18n-im:01453] Proposal: IM_ERROR message

Hi all,

This is a proposal to define IM_ERROR message.  I know Hiura-san
had mentioned the necessity of this type of message, but I've
never seen any detailed discussion on this.  So is the proposal.


IM_ERROR   #127

IM_ERROR (Client<->Server)
4   CARD32		error code
4   4m                  byte length of offending message
4m                      offending message.
4   4n                  byte length of error message list
4n  LISTofERRORMESSAGE  error message list (optional)

ERRORMESSAGE
4m  STRING              language
4n  STRING              human readable message
