[openi18n-im:01487] r12.3.1 Development Release

IIIMF r12.3.1 development release is out. Please grab your copy at:

This is the first beta for upcoming release r12.4 so that maybe some bugs here 
or there. It is important to test and submit a bug to our bugzilla bug 
tracking system so that contributors can fix the issue:

This release is only for testing and development purposes. It is not advisable 
to deploy this to a production environment.
