[openi18n-im:01535] IIIMF r12.3 development cycle update

Dear contributors and users,

For anyone who is waiting for r12.3 development freeze, or want to know when 
you should stop implementing. I have talked to two leaders, Federic and Kasha 
and it is indicated that r12.3 development should be freeze on 7th Sep next 
week, and then the codebase will pursuit for testing and release for r12.4.

Be ready to have your testing action ready :)
