[openi18n-im:01269] Bug component owners

All,

Currently in Mantis, our current bug tracking system, we do not have any
default assignments for different categories in IIIMF project. That make
some bugs unattended in the bug tracking system quite a long time.

One idea is to have the component owners to own the bug initially. So if
you are the maintainer, or you would like to manage that, please fill out
the following list. (I tried to fill in with svn commits on following
component in mind. I put in possibilities with a question mark)

When this complete along with continuing to use the tracking system, we
should have better management on issues and problems.
