Have you tried using this version of psytel to convert wav->aac
http://kotrtim.tripod.com/aacenc_mpeg-4.zip

and this program to convert aac->mp4
http://www.mediacruiser.de/mp4UI/

Seems to result in MPEG-4 rather than MPEG-2

Reportedly plays in quicktime 6 which I hope means works in itunes and 
therefore ipod.  I have no easy way to test this.  I suppose I could rename 
.mp4 to .mp3, load to ipod with ephpod then use a hex editor on the dbase 
to change .mp3 to .mp4 (.m4a?), but that's a bit much.  Any easier way to test?
