I used Nero's AAC encoder and the settings:
160kbps constant bitrate
High quality
Low Complexity
By the way, I do not know the actual frequency cutoff; it was an educated
guess based on the simulated "spectrum analysers" (16kHz may be more
correct).
I'll try to encode a CD with VBR and see if I get the same results.
