uh oh -- restore troubles

So I downloaded the latest Updater tool for the iPod. I plug the iPod in, run the tool, it updates and then tells me to disconnect the iPod. I unplug the iPod, and then it doesn't turn on. The only thing it does now is when I connect it to the computer or I press a button, the apple shows up for about 8 seconds and then it shows a little USB logo with an arrow. I can't get my PC to recognize it. What should I do? Help! Any advice greatly appreciated. Thanks.
