Seems it was missed out of Oneiric according to this:
http://packages.ubuntu.com/search?keywords=libmp4v2-dev

so your best bet would be to compile the library from source too:
http://code.google.com/p/mp4v2/downloads/list

A pain since it seems to be included in 'precise' and has always been
included in the rpmfusion repo for Fedora (1.5/1.6).
