Summary: NODNS domains still create DNS entries

Initial Comment:
While creating a domain that I set 'nodns', It came to
my knowledge that the domain owner(using the customer
UI) still has access to DNS settings, and it can even
create DNS entries, I saw them on the processes tab and
on the logs:
06/08/02 20:55:55 ispman-agent: Doing modifyDomain on
james.ufsoft.org with parameters

A new DNS entry was even added to the domain ufsoft.org
which has managed DNS.
