Summary: hard-wired task execution of createMailbox

Initial Comment:
Mailbox creation is too confusing.

tasks/createMailbox_task.pl does not use
lib/create_mailbox.pl anymore but just invokes
bin/ispman.createMailbox cli tool.
That doesn't call the old libs but includes cyrusadm.pl
directly.

This needs cleanup!
