Summary: Update to user shell selection

Initial Comment:
I've created a patch which adds 2 more account configs.
One to allow a domain admin to be able to select the
user's shell, and another with the list of the
available shells the ispman admin as made available.

If the first is set to 'yes', then when editing a user,
insetad of the normal static display of setup user
shell, there's a drop-down lists with the available shells.
If it's 'no', then normal/old behavior is available.

Well, Ideally it should even be possible to choose which
domains had the possibility to choose the available shells,
thus not allowing those the ispman admin wished.

If this is not an ideal option, then I guess I agree with
Joerg, one variable is good enough.
