I'm not into this, but to me it doesn't make sense to disable email delivery temporarily. If it was needed I would introduce a new attribute like FTPenabled: emailEnabled. It makes sense however to have users who are never destined to receive email. For them the mailLocalAddress/mailRoutingAddress does not need to be set during creation.
