ISPMan deployment request for appartment complex

hi all,

Today I recieve this request from someone who wants to deploy ISPMan in 
an appartment complex probably to allow/disallow access.
I dont think we can achieve this with ISPMan, however I am forwarding 
this mail to the list for some ideas and reference to other products 
that are capable of doing so.

ORIGIONAL EMAIL:

I am looking for a package to administer Internet at an apartment complex.
  The key requirements are:
1. Customers are automatically billed monthly via a credit card processor
(ie authorize.net)
2. The ability to control which users have Internet through a proxy or
some other solution ispman interfaces with natively.

Will ispman be able to do this?  We would be interested in having the
product professionally deployed by your company if it can.  Also, if the
time table for deployment is very long we would be interested in paid
remote support via email or phone.
